In an end-run around an all out gun ban, the New Jersey Assembly Law & Public Safety Committee is set to consider legislation that would ban ammunition under the auspices of protecting police.

The language seemingly targets the already prohibited ‘armor piercing ammunition’ but would encompass any ammo that is deemed to “pose a threat to the safety and well being of law enforcement.” Ammoland is reporting that “Common hunting, target, and self-defense ammunition would be subject to ban, along with BB’s, airgun pellets, and non-metallic ammunition like plastic airsoft pellets.”

The NRA concurs with Ammoland, reporting that while the language of the bill seemingly deals only with handgun ammo, the actual legislation could include the ban of many rifle ammunition, particularly as there is a bleed over between cartridges that work with both types of firearms:


Although the bill only mentions handgun ammunition, it is in fact not limited to handgun ammunition, and would apply to all rifle ammunition for which a handgun is ever made. As an increasing number of gun manufacturers make handgun models that shoot rifle caliber ammunition, the line between “handgun” vs. “rifle” ammunition has become blurred, and the New Jersey State Police have already begun treating rifle ammunition in this category as if it were handgun ammunition for regulatory purposes. As long as a handgun exists that shoots a particular caliber of rifle ammunition, New Jersey treats that ammunition as if it were handgun ammunition.

 

The bills would also “criminalize the use of a defaced or stolen firearm,” which would again, through vague and ill-defined language, deceptively restrict the lawful ownership of virtually any modified or restored firearm.

The Judiciary Committee, sister to the Law & Public Safety Committee in the New Jersey assembly, has previously pushed sweeping gun ban legislation, as in 2008 where it passed 5-to-1 out of committee a long-list of firearms, including modern weapons, traditional muzzleloaders, older guns and even replicas that were targeted for a ban.

Police have repeatedly admitted that they can’t protect us and have pointed out that they have no liability to do so. Yet, this and other legislation proves that they don’t want us to be able to protect ourselves either. Further, it is the criminal intent of the aggressor, not the tool he holds, that poses the threat to law enforcement or anyone else targeted. Leaving all the tools in the hands of criminals and taking them away from law abiding citizens does nothing to even the score and makes little sense, despite what may well be good intentions. Still, lawmakers are ever eager to encroach on the guarantee of the right to bear arms so clearly outlined in the Bill of Rights of the Constitution.

Assembly Bill 588 and Assembly Bill 1013 are scheduled for hearing on January 30, and would enable the state’s Attorney General to instate a de facto restriction of the Second Amendment via executive fiat.

There are, of course, many pushing for whatever restrictions can be sustained under the current political climate at any given time.

New Jersey, like other big city venues including New York and Chicago, has long been a hotbed for victim disarmament. Newark Mayor Cory Booker has been publicly demonizing gun ownership for some time, offering a $1000 reward for anonymous tips and warning that ‘illegal’ firearm possession will lead to jail time. Booker is a prominent member of the national Mayors Against Illegal Guns Coalition, who advocate many of the same restrictions.

Meanwhile, the resignation of Rep. Gabrielle Giffords a year after her attempted assassination has prompted renewed cries to embrace federal legislation to ban certain ammo-clips, backed by the vigilant anti-2nd Amendment Congresswoman Carolyn McCarthy, the Brady Center and other disarmament advocates.

According to reports, President Obama secretly vowed to the Brady Center last year to work on gun legislation “under the radar,” prompting many commentators to connect it with the Fast & Furious gun-walking scandal, as well as many other related covert operations, asserting that it was in part an attempt to demonize the 2nd amendment and garner support for firearm legislation.

Further, efforts are being made in 2012 to coerce that U.S. Senate into ratifying the United Nation’s Small Arms Treaty, an international agreement that seeks to disarm ordinary Americans and limit the ability to purchase a wide array of products in the firearm industry. East Orange, New Jersey to beam suspects of future criminal activity with flashy, hi-tech police surveillance equipment

In a glowing review of the rising prevalence of high-tech big brother surveillance gadgets in police force use, the Associated Press reports that East Orange, New Jersey plans to cut crime by highlighting suspects with a red-beamed spotlight– before any crime is committed– a “pre-crime” deterrent to be mounted on nearby street lights or other fixtures.

According to the report, police officers monitor hundreds of video feeds from across the city and opt to brand would-be criminals with a red glow if they believe they are about to engage in a crime, such as a street corner mugging.

“Whereas London has talking cameras, we’re about to deploy light projecting cameras, better known as light-based intervention systems.” said William Robinson, Police Chief for East Orange. He added, “The message to criminals is, we’re observing you, the police are recording you, and the police are responding.”

As Robinson mentioned, other “pre-crime” measures have been deployed both in the UK and United States, as well as other countries. Talking cameras in the UK bark orders at ‘anti-social’ offenders, while the Homeland Stasi here has partnered with Intellistreets to release “smart” street lights capable of saving energy while monitoring & recording citizens, as well as displaying government-mandated emergency alerts on digital banners.

Now “pre-crime” spotlights that bathe surveillance targets in a criminally-branded red color will help complete the circle of preemptive suspicion.

But that’s just one flashy feature in a rash of new high-tech solutions provided to the crime-ridden city under federal grant money. In East Orange, and probably a locale near you, too, everyone is a “pre-crime” suspect until proven innocent.

The video goes on to brag that officer squad cars also scan the license plates of every single vehicle they pass, checking them against a variety of lists– from terrorist monitor lists, to unpaid parking tickets, warrants and more. Officers can then pull over vehicles that match watch lists, even if the driver has committed no violations to draw attention from the patrol vehicle.

Further, cameras tied into police video monitor stations can also be accessed from squad cars; officers can zoom in on nearby locations to determine if a situation is underway, or if a suspect can be identified. The red light is intended to help track a would-be criminal once surveillance is already underway.

A spokesperson for the ACLU noted a worrisome climate of monitoring and spying on political groups, anti-abortion activists and more. Meanwhile, the MIAC Missouri law enforcement memo, as well as similar documents released from the Department of Homeland Security, have made clear that returning veterans and supporters of third party political candidates and many other groups are note only considered “domestic extremists,” but have been put on law enforcement watch lists as well as anti-terrorism databases. It has further been revealed that numerous non-violent political groups and grassroots campaigns have been labeled as “terrorists” and monitored by regional Fusion Centers.

 


Scared citizens flood 911 boards with anxious calls

An unannounced test of a soon to be mandatory emergency alert system caused panic in New Jersey today after Verizon customers received text messages warning them that a “civil emergency” was in progress and to “take shelter,” prompting alarmed citizens to flood 911 lines with anxious calls.


However, media reports concerning the alarm completely ignore the fact that Verizon was almost certainly running a test for the federal government’s soon to be mandatory PLAN alert program, which the company has signed up for.

“A mass text message warning New Jersey cell phone users of a “civil emergency” was sent out by Verizon Wireless earlier today,” reports the New Jersey Star-Ledger. Verizon Wireless later apologized to its customers for causing alarm.

The alert message included the text “U.S. Govern,” suggesting to customers the text had come from the federal government itself, which undoubtedly fueled the panic.

Residents in three different counties received the message, titled “Emergency alert seek shelter by 1:24 p.m,” which was not labeled as a test. Police departments and country authorities fielded four times the usual number of calls, many of them from distressed citizens who wanted to know whether a real emergency was in progress. “There is no reason to panic here,” said Monmouth County Sheriff Shaun Golden. “It is a false text done maliciously today at 12:27 p.m.”

The Department of Homeland Security was also forced to put out a tweet confirming that there was no emergency after concerned citizens also turned to Twitter for advice, saying they were, “scared and didn’t know how to react.”

Verizon company spokesman David Samberg told the Star-Ledger that the message was part of a “test emergency notification,” apologizing “for any inconvenience or concern this message may have caused.” The messages were received by Verizon customers with, “Droid-operated phones in Monmouth and Ocean counties and other parts of central New Jersey.”

Though completely absent from reports concerning the scare, the unannounced test was almost certainly conducted in preparation for FEMA’s PLAN program (Personal Localized Alerting Network), which will broadcast emergency alert messages directly to Americans’ cell phones using a new chip embedded in the receiver. The system is scheduled to be operational across the country by the end of next year.

Verizon are one of the ‘big four’ wireless carriers that have agreed to sign up for the program, which will use a “special chip” embedded in all newly produced cellphones to send emergency alerts directly from the federal government. Customers will not be able to opt out of messages labeled ‘presidential alerts’, meaning they will be forced to read what some construe as government propaganda.

As we have documented, the PLAN program is part of the wider move on behalf of Homeland Security to create a public environment dominated by a pervasive sense of fear and paranoia, a context in which the safe exercise of constitutional freedoms doesn’t normally thrive.

For the first time ever the feds will have a direct line to the millions of Americans who use cell phones and be able to use the messages to transmit whatever they like, whether that be genuine safety information, fearmongering about spurious terror alerts, or political propaganda.

Judging by today’s response, the overwhelming majority of Americans will simply react by panicking, which in a real emergency situation could only make the crisis worse.

Recently while visiting Washington D.C., members of the South New Jersey Tyranny Response Team had the opportunity to interview the Congressman for New Jersey’s 2nd District, Frank A. LoBiondo.

Questions regarding the debt ceiling and foreign policy were answered evasively as one would expect from most politicians. However, when asked about the Federal Reserve System the results were surprising. LoBiondo not only expressed some knowledge of the institution but also strongly expressed his belief that the private bank, which controls the currency and credit of the US, should be audited. The Congressman further added that he felt this year, 2011, would be the year that an audit is finally achieved. LoBiondo then went on to surmise that he expected to be “shocked and surprised by what we find”.

While the Congressman’s record is not Constitutionally on par with Ron Paul, his comments are an indication and a signal that our continued efforts in the grass roots are being heard. If we are persistent in this infowar, we will continue to have victories.
